It is the coaches responsibility to advise coaches, players, parents & fans of these rules.


Head Coaches are responsible for the conduct of their bench personnel, players, parents, and fans. Unruly fans may or may not be asked to leave the gym they can't conduct themselves in a controlled manner. The officials can issue the bench with a technical foul for unruly, out of control behavior.


If a parent of a player is asked to leave the gym for uncontrolled behavior their player will also be ejected from the game. If any damage is incurred at the facility during an altercation it will be the financial responsibility of the team. We appreciate your cooperation in making our events a safe and enjoyable environment for all people involved.


If ANY FANS walk onto the floor at any point during the game for ANY reason they will be ejected from the gym unless requested on the court by the official due to an injured player. If your child is injured DO NOT go onto the court without permission from officials. This is NOT open for discussion as to why you were on the court, it will be automatic ejection.


If a coach, player, or fan of your team is asked to leave the gym and refuses the game will be end immediately in a forfeit and the team will be removed from the event. The interpretation of "refusal to leave" will be solely at the discretion of the gym manager and/or tournament director. It will NOT debated after the incident. DO NOT put yourself or your team in this situation.

  4. (3) Three Minutes. The Gym Manager may adjust if needed.
  5. Game Quarters 
  6. (10) Ten Minute running clock. 
  7. Clock will stop on the official’s whistle during the final two (2) minutes of the 4th Qtr.
  8. If a team has a 10+ point lead the clock will be RUNNING CLOCK.
  9. Halftime 
  10. (1) One Minute. The Gym Manager may adjust if needed. 
  11. Time-Outs
  12. (2) Two Full for the Game.
  13. Overtime Periods
  14. (2) Two Minutes Each Overtime Period
  15. Maximum of (2) Two Overtime Periods.
  16. Sudden Death if Game Still tied after (2) Two Overtime Periods.
  17. BALL SIZE 
  18. 2nd - 5th Grade Boys & All Girls will play with the 28.5” intermediate basketball. 
  19. 6th Grade Boys & Above will play with the 29.5” basketball.
  20. GOAL HEIGHT 
  21. ALL divisions will play on 10’ goals.
  22. FREE THROWS 
  23. All Grades will shoot from the 15’ line
  24. 2nd/3rd & 3rd/4th may finish across the line. 
  25. DEFENSE
  26. Full Court pressure at any time unless lead is 20 or greater.
  27. ADMISSION
  28. Gate Fees will be collected for Each Spectator Each Day.

  30. UNIFORMS 
  31. Teams MUST be dressed alike. Teams must have matching jerseys. Teams must have reversible jerseys and/or a set of light and dark colored uniforms. Coaches must make sure that players’ shirts/jerseys are tucked in.

  41. Players sign up at their local association/organization of choice. 
  42. Teams will be formed out of association’s/organization’s registrations.

  52. ANY team's division may be adjusted to protect the integrity of the league.   
  53. ROSTER RULES
  54. GRADE VERIFICATION
  55. Hosting Associations will form teams and verify age eligibility of players.
  56. Acceptable proof of grade is, current school progress report, clean photocopies of birth certificates, adoption papers, or immigration papers. 
  57. Players may only participate on one team within an age division; however, any player can play up on one additional team within the same organization/association.
  58. Age to Grade Correlation:
  59. 6U 
  60. 8U > 2nd & 3rd Grade
  61. 10U > 4th & 5th Grade
  62. 12U > 6th & 7th Grade
  63. 15U > 8th & 9th Grade
  64. Rosters are LOCKED after a teams first game.
  65. ELIGIBILITY
  66. Age Control Date is Sept 1st of the League Registration Year.
  67. 2nd/3rd Grade * Can’t turn 9 prior to Control Date.
  68. 3rd/4th Grade * Can’t turn 11 prior to Control Date.
  69. 5th Grade * Can’t turn 12 prior to Control Date
  70. 6th Grade * Can’t turn 13 prior to Control Date.
  71. 7th Grade * Can’t turn 14 prior to Control Date.
  72. 8th/9th Grade * Can’t turn 16 prior to Control Date.
  73. *10th Grades meeting age restrictions can play in 8th/9th Grade Division.
  74. FORFEITS 
  75. Teams and coaches must be in the gym, ready to play at their designated times. 
  76. There is a five (5) minute grace period for each game. This simply means that if a team of at least five (5) rostered players is not at their designated court at game time or five minutes after the designated game time, the short-handed team that is late or not present will forfeit the game and will be issued a 2-0 loss in the standings. 
  77. Any team that does not inform SCYBL 24 hours prior to game time that they will not be available for game will pay a $75 per game forfeit fee before the next scheduled game can be played. A team WILL be removed from the schedule after the 2nd forfeit. NO EXCEPTIONS! 
  78. Hosting Associations are responsible to reimburse forfeit fees if one of their teams forfeit.
  79. PROTESTS
  80. Player Eligibility: All protests concerning the eligibility of any player MUST be made prior to the end of the game. If eligibility cannot be verified, the player in question will not be allowed to participate in the remainder of the game. There will be no protests concerning player eligibility after a game.
  81. The decision on the protest will be made by the facility manager and /or scorekeeper. This decision is final and will not be overturned after play resumes.
  82. EJECTIONS 
  83. 1st Ejection – 1 game suspension defined for:   
  84. Coach – may attend the game as a SPECTATOR ONLY. Coaching privileges suspended from the time of entry into the facility until the end of the game. Upon entering the facility the suspended coach shall go to the spectator seating. Coaching privileges suspended include: pregame warm-ups, half time, and the duration of the game. Also, the suspended coach shall not coach or instruct from the spectator seating. Violation of these provisions will result in a 2nd Ejection (see below). 
  85. Players – may attend the next game and sit on the team bench. MUST NOT be dressed out in a team uniform. Violation of these provisions will result in a 2nd Ejection (see below).
  86. 2nd Ejection – 3 weekend suspension defined for:
  87. Coaches will not be allowed in the gym during suspended weekends after 2nd ejection.   
  88. Players will not be allowed in the gym during suspended weekends after 2nd ejection.   
  89. Any team needing deputies called to remove a player, coach, or parent will be removed from the schedule. 
  90. POST-GAME ACT OF SPORTSMANSHIP
  91. Scenic City Basketball supports good sportsmanship such as a post-game handshake, high five, verbalizing “good game”, etc… A coach refusing or instructing his players to not show the post-game act of sportsmanship will be suspended accordingly: 
  92. 1st Offense: One game suspension as defined above
. 
  93. 2nd Offense: Indefinite suspension. The coach will be required to meet Scenic City Basketball Board to determine if coaching privileges will be reinstated. 
  94. TECHNICAL FOULS 
  95. If a coach or player receives an accumulation of four (4) technical fouls during the season, he or she is subject to a one (1) game suspension. If a coach or player receives an additional technical foul after serving a suspension, he or she will be subject to suspension for the remainder of the season.



If a gym provides ALL Basketballs, NO Outside basketballs will be permitted.
